In his speech to Congress, President Franklin Delano Roosevelt declared that the Japanese attack on Pearl Harbor on December 7, , was “a date which will live in infamy. Prior to Pearl Harbor, the United States had been involved in the European war only, by supplying England and other anti-fascist countries of Europe with munitions. The attack on Pearl Harbor also launched a rash of fear about national security, especially on the West Coast. In February , just two months later, President Roosevelt, as commander-in-chief, issued Executive Order that resulted in the internment of Japanese Americans. The order authorized the Secretary of War and military commanders to evacuate all persons deemed a threat from the West Coast to internment camps, that the government called “relocation centers,” further inland. Following the attack at Pearl Harbor, government suspicion arose not only around aliens who came from enemy nations, but around all persons of Japanese descent, whether foreign born issei or American citizens nisei. During congressional committee hearings, representatives of the Department of Justice raised logistical, constitutional, and ethical objections. Regardless, the task was turned over to the U. Army as a security matter. The entire West Coast was deemed a military area and was divided into military zones.

This is a young and growing university, but it has already fulfilled Bishop Hurst’s enlightened hope for the study of history and public affairs in a city devoted to the making of history and the conduct of the public’s business. By sponsoring this institution of higher learning for all who wish to learn, whatever their color or their creed, the Methodists of this area and the Nation deserve the Nation’s thanks, and I commend all those who are today graduating.
Professor Woodrow Wilson once said that every man sent out from a university should be a man of his nation as well as a man of his time, and I am confident that the men and women who carry the honor of graduating from this institution will continue to give from their lives, from their talents, a high measure of public service and public support. He did not refer to spires and towers, to campus greens and ivied walls. He admired the splendid beauty of the university, he said, because it was “a place where those who hate ignorance may strive to know, where those who perceive truth may strive to make others see.
I have, therefore, chosen this time and this place to discuss a topic on which ignorance too often abounds and the truth is too rarely perceived–yet it is the most important topic on earth: world peace. What kind of peace do I mean? What kind of peace do we seek? Not a Pax Americana enforced on the world by American weapons of war.

The OECD brings together Member countries and a range of partners that collaborate on key global issues at national, regional and local levels. The European Commission participates in our work, but it does not have the right to vote. Becoming a Member of the OECD is not a simple formality but is the result of an increasingly rigorous review process. The OECD Council, which comprises of all the Members of the Organisation, decides on the opening of accession discussions and considerations to open an accession process can be made on the initiative of the Council itself or upon receipt of a written request by a country interested in OECD membership.
An accession roadmap is then adopted by the Council, setting out the terms, conditions and process for accession. This often results in a series of recommendations for change to align the candidate country further to OECD standards and best practices. Once the technical process is completed, the OECD Council makes a decision on inviting the candidate country to become a Member.
An Accession Agreement is signed and the candidate country takes the necessary domestic steps and deposits an instrument of accession to the OECD Convention with the depositary. The OECD accession process has become increasingly rigorous over time, reflecting the growing expertise of the Organisation, the increasing number of legal instruments adopted, and the demonstrated value of providing candidate countries with a more thorough assessment of their policy framework to encourage reforms.
In April , accession discussions began with Costa Rica, and the process is now well under way. Similar programmes are currently under discussion with India and South Africa. Regional initiatives help facilitate policy benchmarking and the exchange of good practices between countries in a specific geographical area within and across regions. They also help guide countries towards globally recognised standards and ambitious reform agendas to unlock greater prosperity and well-being for citizens, including at a local and city level.

As a young, single British guy crossing the Atlantic for a career in the United States, I was extremely curious about the dating life that was in store. After all, I’d watched my fellow countrymen in film and literature charm the hell out of beautiful American women. It was the summer of when I first landed in New York as a year-old, laden with warnings about American girls: they’re high maintenance, my friends told me. Still, when I met my first girlfriend in , a ballerina who had recently moved from San Francisco, I was immediately taken aback by an overarching obsession with status and money. She had a vision of the man she was going to marry: tall, dark, handsome, and a millionaire.

All we know is the infection status of those who have been tested. All those who have a lab-confirmed infection are counted as confirmed cases. This means that the counts of confirmed cases depend on how much a country actually tests. Without testing there is no data. Testing is our window onto the pandemic and how it is spreading. Without data on who is infected by the virus we have no way of understanding the pandemic.
Without this data we can not know which countries are doing well, and which are just underreporting cases and deaths. To interpret any data on confirmed cases we need to know how much testing for COVID the country actually does.

Although it is important that voices speak out and experiences are recorded and analyzed, no quantitative data on sex have been published previously. The purpose of this article is to inform, alert, amaze, amuse, and help in the planning of sex services. Further information came from the Archives of Sexology at the Robert Koch Institute in Berlin; papers presented at sexology conferences; authoritative sexologic encyclopedias; data posted on Internet sites; and representative national surveys in the few countries where these have been undertaken, such as the United States.
These data are not satisfactory. Few countries have comprehensive sex data, and some have none. Sex surveys are notoriously difficult to conduct, and all must be interpreted in context. For example, respondents to Internet surveys are more likely to be young men. But these data are the best available on myriad sex topics.
